Abstract

The increasing use of computers as information storage devices is leading more and more publishers, data and information providers to use electronic interactive information systems (IIS) as the delivery medium for their information. These new technologies are being used in place of conventional sources such as paper and books. Further developments in the information field, such as the availability of information through telecommunications technologies and the information superhighway, are destined to increase the application and use of IIS as standard information services. Electronic and interactive information systems differ considerably from their conventional counterparts. There are many new and unique features with which the naive IIS user must contend. This paper reports on research conducted among naive users of IIS which has found significant limitations in the ways in which these users are able to access and retrieve information from electronic sources. Despite skills and knowledge in use of conventional information sources, and guided instruction, naive users of IIS were found to experience many difficulties when interacting with IIS. This paper discusses some of the problems facing naive users and suggests the need for teaching and learning within schools to address specifically information retrieval and access from electronic systems. The paper indicates key content areas that need to be considered and covered.

Abstract

Purpose

Although the microfinance sector in developing countries has seen an impressive development in recent years, many small-scale farmers in rural areas are still undersupplied with capital. One of the main reasons for this undercapitalization is the exposure to weather risks. Weather index insurance is assumed to bear high potential for accelerating agricultural lending. The index design hereby is of particular importance. The purpose of this paper is to estimate the influence of evapotranspiration and precipitation indices on the credit risk of farmers in Madagascar.

Design/methodology/approach

The authors base the analysis on a unique borrower data set provided by a commercial microfinance institution in Madagascar and weather data provided by CelsiusPro. In this context, evapotranspiration and precipitation indices both at aggregated bank level and at branch level are identified and their influence on credit risk of small-scale rice farmers is estimated.

Findings

The results show that the weather-related part of the credit risk of farmers can be better explained by an evapotranspiration then by a precipitation index. The precipitation index underestimates the weather influence on credit risk especially during the harvesting season. The results suggest a potential for weather index insurance which is based on an evapotranspiration index. The results are of similar importance for developed and developing countries.

Practical implications

The results suggest that, should insurance be considered as an appropriate risk management instrument for the farmers or the bank, weather index insurance has the potential to mitigate a certain part of the credit risk. The authors also find that the focus on precipitation-based index insurance products would underestimate the weather influence on credit risk. Furthermore, the results suggest that insurance products should be tailored to branches to be most effective.

Originality/value

To the authors’ knowledge, this is the first study that compares the explanatory values of evapotranspiration and precipitation indices in general and for the credit risk of small-scale farmers in particular.

Abstract

Purpose

With exclusive data from a commercial microfinance institution (MFI) in Madagascar, the purpose of this paper is to investigate if loan officer rotation (change of loan officer) has an effect on credit access (loan approval) in rural and in urban areas. The authors further analyze how the frequency of loan officer rotation affects credit access in rural and in urban areas.

Design/methodology/approach

The authors apply propensity score matching to compare credit access between loan applicants who experienced loan officer rotation and loan applicants who experienced no loan officer rotation in rural and in urban areas.

Findings

Results show that loan officer rotation has a positive and statistically significant effect on credit access. The authors observe further that loan officer rotation has a different effect on credit access in rural and in urban areas. Whilst rural loan applicants who experienced loan officer rotation are more likely to have credit access, urban loan applicants show no statistically significant effect of loan officer rotation on credit access. For the frequency effect on credit access, the authors observe that one loan officer rotation has a positive and statistically significant effect on credit access whereas results are mixed for two loan officer rotations.

Research limitations/implications

Even though the authors can show that loan officer rotation can improve credit access to loan applicants, especially in rural areas, the conditions in Madagascar are unique. Therefore, results need to be verified in other countries and institutional contexts.

Practical implications

From the perspective of MFI, the authors recommend that the management of MFI needs to provide better tools to loan officers to improve on the evaluation of agricultural loan products or standardize the assessment of agricultural loan products to improve on lending decisions. Further, if applicable, the authors recommend that MFI should consider using credit worthiness assessment procedures which rely less on loan officer’s judgment for loan evaluation, such as automated systems. From the perspective of loan applicants, the authors recommend that loan applicants should request for a change of loan officer if they experience successive loan applications rejection.

Originality/value

To the authors’ knowledge, this paper is the first to provide empirical evidence on the effect and frequency of loan officer rotation on credit access in Sub-Sahara Africa, and Madagascar, in particular.

Abstract

Purpose

This paper aims to test the need in the Australian higher education (HE) sector for a national network for the peer review of assessment in response to the proposed HE standards framework and propose a sector-wide framework for calibrating and assuring achievement standards, both within and across disciplines, through the establishment of a peer review of assessment network (PRAN).

Design/methodology/approach

This study used a “proof of concept”approach to test the need for a national network, using consultations (n = 67) which included teleconference meetings [39], face-to-face meetings [2], Skype [1], presentations [19], state-based workshops [6] and a national forum. Quantitative data from evaluation surveys from state-based workshops and national forum were computer-analysed to generate descriptive statistics. Qualitative data arising from open-ended questionnaire responses were analysed through progressive categorisation and data coding designed to identify and refine data themes.

Findings

In all, 63 per cent of participants to the state-based workshops were satisfied with the workshop content. A further 29 per cent reported a high level of satisfaction. The interactive group discussions fostered a collaborative approach and facilitated engagement with the workshop content. A total of 58 per cent of participants to the national forum were satisfied with the forum, with a further 40 per cent reporting a high level of satisfaction. Participants indicated that presentation content was informative and covered a diverse range of topics and viewpoints highly relevant to the current clime across the HE sector.

Practical implications

Many participants strongly supported the establishment of a national PRAN, with overwhelming support (88 per cent) for the forum to be made an annual event.

Originality/value

This study contributes to existing literature and provides further evidence for the value of networks in the peer review of assessment to support academics in professional learning and calibration exercises.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Purpose

Research on knowledge creation within eSports learning is scarce. This study extends the understanding of competition-oriented collaborative learning in eSports by examining the relationship between the dynamics of knowledge creation modes and the continuum of the motivational profile, along with the moderating effects of mutualistic co-presence therein.

Design/methodology/approach

Participants were recruited from the community of massively multiplayer online gamers (MMOGs). Through a quantitative survey, their motivations (i.e. self-extrinsic, self-intrinsic, peer-extrinsic and peer-intrinsic motivations), knowledge creation involvements (i.e. internalization, externalization, combination and socialization) and perception of mutualistic benefit of self and peers were captured for hypothesis testing.

Findings

Significant and positive direct relationships were observed between four motivations and four knowledge creation modes. The mutualistic co-presence positively moderated the positive relationship between the self-extrinsic, peer-extrinsic and peer-intrinsic motivations and socialization. When mutualistic self-benefit were outweighed, peer-extrinsic motivated gamers became less likely to perform internalization, whereas self-extrinsic and peer-extrinsic motivated gamers were less likely to perform combination.

Originality/value

This study is among the first to rationalize the relationship between motivational profile and the dynamics of knowledge creation in eSports learning. The conceptualization of the new construct – mutualistic co-presence – using the ecological concept of symbiosis is uncommon in prior literature. The findings also demonstrate that the four modes of knowledge creation in eSports learning are continuous and interwoven; they can be initiated at any point and do not necessarily occur in a specific sequence.

Abstract

Entrepreneurs are action takers. This paper presents an agent-based model illustrating entrepreneurial action choices between rhetoric and action during the very early stages (pre-formal alliance) of an entrepreneur's journey. Environmental factors, inertia, entrepreneurial conation preferences, the context-for-learning, and identified opportunities are all factors that will influence action choices both separately and in configurations. In virtual experiments, we examine the length of time it takes entrepreneurs to reach the stage for opportunity commitment, based on their skills and conation profiles. From the computer simulation, we determined that certain entrepreneurial profiles do make a difference in the overall effectiveness and efficiency of reaching an opportunity commitment. In general, an entrepreneur is more effective in reaching opportunity commitment if the entrepreneur has either a high skills profile, or a high conation profile, while the combination of high-level skills and conation profiles do not provide any real advantage. A high skills profile proves to create the greatest advantage of reaching opportunity commitment in the shortest length of time.

The paper “Linking learning, customer value, and resource investment decisions: Developing dynamic capabilities” by Graham Hubbard, Angelina Zubac, and Lester Johnson suggests that strategic capabilities are developed when market learning processes are directly integrated into a firm's investment processes. Explicitly linking market learning processes and resource investment decisions is essential in building and maintaining competitive advantage. Based on a broad theoretical exploration, this paper presents six derived hypotheses about learning and dynamic capabilities development:H1Successful firms have higher levels of dynamic capabilities than less successful firms.H2Dynamic capabilities are more important and better developed in successful firms in dynamic markets than in mature markets.H3Successful firms learn more about customer value than do less successful firms.H4Managerial perceptions of how customer value can be created are more aligned in successful firms than less successful firms.H5Resource investment decision making is more aligned with market learning processes in successful firms than less successful firms.H6Firms in dynamic markets are more oriented to customer learning than those in mature markets.The paper argues that previous work on analyzing capabilities of organizations has not been directly linked to how firms actually learn, specifically about customers and about ways of creating customer value. Yet it is the process of learning about customers that is critical for creating value for customers and for targeting investments in resources that support the activities and processes necessary to create and deliver that value. The integration of learning about customers into resource investment decision processes is thus argued to be critical to the creation of firm value and to the development of dynamic capability in an organization.

The competence perspective requires deploying various organizational resources, skills, and capabilities in creating organizational-level skills. Of particular interest in organizational behavior is the effect of leaders on developing skills. This paper examines an emergent organizational capability, the Context-for-Learning, using virtual experiments and an agent-based model. In examining the developmental paths of this skill, we found that both the organization's composition and the leader's leadership style had very different effects on the developmental paths. The set of followers in an organization and the leader's leadership style are both critical in determining the developmental paths of the organizational skill, the Context-for-Learning. However, the leadership style of a highly skilled leader with a high set of followers did not matter.
